Sub-Mission on Feed & Fodder Development

The Sub-Mission on Feed and Fodder Development under the National Livestock Mission (NLM) is designed to strengthen the fodder value chain in the country. A major challenge in the livestock sector is the scarcity of quality feed and fodder.

This initiative aims to create rural entrepreneurs by providing capital subsidies for setting up modern fodder production and processing units. This includes support for establishing fodder block/bale making units and silage making units, which are crucial for ensuring a year-round supply of nutritious fodder for livestock.

Increase Fodder Availability

Enhance the availability of certified fodder seed and establish a robust fodder seed chain.

Promote Fodder Processing

Encourage entrepreneurs to establish fodder block/bale/silage making units for value addition.

Cultivate Common Lands

Promote the cultivation of fodder on common lands, non-forest lands, and fallow lands.

Ensure Quality Control

Establish a quality control mechanism for fodder to ensure better livestock health and productivity.

Efficient Post-Harvest

Strengthen post-harvest management and develop a market for fodder to ensure better returns for farmers.

Develop Entrepreneurship

Create opportunities for rural entrepreneurs and generate employment in the fodder sector.

Eligible Entities

The scheme is open to a wide range of individuals and organizations looking to venture into the fodder sector. The following entities are eligible to apply for financial assistance under this sub-mission.

  • Self Help Groups (SHG)
  • Farmer Producer Organizations (FPO)
  • Farmer Cooperative Organizations (FCOs)
  • Joint Liability Groups (JLG)
  • Section 8 Companies
Eligibility Checklist
Financial Assistance (Capital Subsidy)
The scheme offers a one-time capital subsidy of 50% towards the project cost for eligible beneficiaries. This subsidy is not credit-linked and is disbursed in two equal installments directly to the entrepreneur.

Project Cost & Funding: The entrepreneur can arrange the bank loan for the project or use their own self-finance. The remaining portion of the project cost, after deducting the subsidy, must be arranged by the beneficiary.
